Research Security Unit
We established the Research Security Unit (RSU) to safeguard 糖心视频 research. The RSU serves to protect our intellectual property and research infrastructure, support development of domestic and international partnerships, support funding applications, and raise awareness to build resilience within the 糖心视频 research community. The RSU also contributes in relevant communities of practice for research security.
The RSU can help with:
- Reviewing and assisting in risk assessments of research funding applications
- Performing due diligence in support of domestic and international partnerships
- Conducting security reviews of research agreements and research proposals
- Providing consultations on research security considerations of funding agencies
- Hosting workshops and providing training on research security
- Providing guidance on travel security

Know your research partner
Conducting open source due diligence (OSDD) is one of the best practices to enhance research security posture when pursuing any partnership opportunity. In an academic setting, this partnership opportunity could be manifested in various scenarios, such as exploring research collaborations, forming research teams, hiring new faculty members, appointing adjunct faculty members, hosting visiting professors, exploring internships, sourcing vendors and suppliers, accepting donations, seeking investments for startups, and licensing of intellectual properties.
OSDD must be conducted in an ethical manner. The published and the are useful tools for identifying and mitigating potential security risks involving the research project and the research partner. Below are some examples of online resources that can inform OSDD:
FAQ
- Researchers are encouraged to conduct due diligence on potential research partners before pursuing any research partnership opportunity. The guidance from the Government of Canada on is useful in this regard. The and available open-source intelligence (OSINT) tools, such as free databases, are useful when conducting due diligence analysis. The RSU can also support researchers in conducting due diligence, especially when the research project involves leveraging a federal research funding program (e.g. NSERC Alliance) and/or international research partnership.
- Researchers are also encouraged to take the Research Security Training Courses designed by the Government and available through or through the to better equip researchers with the knowledge and resources to protect their research. Completing these self-paced online courses could also serve as one of the risk mitigation strategies that can be cited in the when submitting grant applications.
- Researchers will benefit from attending workshops, webinars and conferences aimed at raising awareness on research security. From time to time, the RSU will share information on these kinds of events to the 糖心视频 research community.
The is required by certain federal funding programs as part of the implementation of the . Typically, funding applications on research projects involving partnership with organizations from the private sector will require a completed Risk Assessment Form. For further clarification, please consult the specific requirements of the funding program being pursued.
An Attestation Form is required when applying for federal funding from applicable programs of NSERC, CIHR, SSHRC and CFI on projects that aim to advance any of the listed. Only researchers with in the grant application (e.g. applicant, co-applicant and collaborator) will need to individually complete the Attestation Form to confirm that they do not have an active affiliation nor receive funding or in-kind support from any entity on . The lead applicant will compile all signed Attestation Forms for submission to the funding agency.
Consult the following websites to learn more about the funding programs covered by these policies.
A malign foreign talent program (MFTP) is a talent program that is organized, managed, or funded by a foreign government or state-influenced entity of concern. It aims to acquire proprietary technology, data, intellectual property or other information to benefit the goals of a foreign state at the expense of Canadian research institutes or Canadian national security interests, through the guise of recruiting individuals to carry out research activities and/or by providing individuals with various benefits or incentives. Participation in MFTP poses several risks to researchers, including but not limited to: perceived or actual conflict of interest or conflict of commitment, creating barriers to their eligibility to participate in certain research projects, breach of disclosure requirements of certain funding programs, potential violation of and , loss of intellectual property, and being compelled to engage in unethical behaviour.
For more details, please visit:
While referred to as MFTP in Canada, similar programs are called malign foreign talent recruitment programs (MFTRP) in the US. Participation in MFTRP could affect the researcher’s eligibility to apply for US research funding and/or limit their eligibility to participate in research projects supported by US federal granting agencies, particularly the National Science Foundation (NSF), National Institutes of Health (NIH), Department of Defense (DoD) and Department of Energy (DoE). For more details, please see the .
To mitigate the risks relating to participating in a MFTP or MFTRP, researchers are encouraged to conduct open-source due diligence prior to joining any foreign talent program. This can be done through their own initiative or through the assistance of the Research Security Unit (researchsecurity@uvic.ca). Researchers are also encouraged to follow the best practices highlighted on this link:
Researchers are recommended to consult at least the following resources before travelling:
are a foreign policy tool for maintaining and restoring international peace and security, combatting corruption, and promoting respect for human rights. It’s a mechanism to enforce international law (e.g. UN sanctions), and to incite behavioural or policy change.
Sanctions could be imposed on individuals, entities or states to put restrictions on certain activities. are imposed under the United Nations Act (UNA), Special Economic Measures Act (SEMA), or Justice for Victims of Corrupt Foreign Officials Act.
Prohibitions are in place for certain dealings with sanctioned individuals, entities or states. Violating sanctions could result in committing a criminal act (enforced by RCMP and CBSA). Therefore, it is a great practice to conduct open-source due diligence on the individuals and the entities you are dealing with when undertaking activities, such as the following:
- Exploring or pursuing research collaborations
- Hiring faculty and researchers
- Hosting foreign researchers or students
- Accepting donations, receiving research funding or transferring research funding
- Importing or exporting goods and technologies
- Providing scientific and technical assistance
- Exchanging or presenting research results
Checking the or using relevant OSINT tools (e.g. ) could facilitate for the appropriate due diligence. To learn more about Canadian sanctions, please check this website on .
糖心视频 researchers will need to perform an assessment before proceeding with this kind of activity to mitigate potential export control violations. At the minimum, this will involve the following basic steps:
- Determine if the item is controlled for export by consulting .
- If the item is included in the ECL, apply for export permit online via the portal.
- Check if the receiving organization is under sanctions by conducting due diligence with the assistance of the Research Security Unit (researchsecurity@uvic.ca).
It is important to prepare for this in advance to avoid negatively impacting your research project timeline. If it is your first time applying for an export permit, you will benefit from consulting this step-by-step guide for .
If you need further guidance, please contact the Research Security Unit (researchsecurity@uvic.ca).
As part of , the establishes a legislative framework to enhance transparency and address foreign interference in Canada. Under this Act, individuals and organizations are required to publicly disclose and register certain arrangements with foreign principals when they undertake activities aimed at influencing political or governmental processes in Canada.
Registration is required if the arrangement involves any of the following activities: a) Communicating with a public office holder; b) Communicating with or disseminating information to the public; and c) Distributing money or items of value, or providing services or facilities. For more information, please check the .
If unsure whether your situation requires registration under the Act, it is recommended to go through the to help in your assessment. When ready to register, follow this to complete the registration.
